She’s from the SMT: Devil Survivor 2 world.
Backstory:
Born as the younger twin sister of Yamato Hotsuin, the Hotsuin family treated the twins as adults, even when they were young. Basically, they shared almost the same childhood. Miyako went under a strict education and training in order to support her brother, proving herself to be the stronger and healthier twin. As a result, Miyako is both intelligent and skilled. Not only that, but as a child, both her and Yamato would sometimes pretend to be each other out of fun. Due to clan politics and unfair judgement from the adults, however, she was reduced to being Yamato’s backup. With her skills, intelligence and perfect acting as Yamato Hotsuin, she was the perfect double for her brother. However, most of her actions and work would be credited to him, much to her resentment.
Due to her role as Yamato’s double and backup, her existence was kept as a secret from the public and JP’s. Other than the Hotsuin Clan, only selected JP’s personnel (Makoto, Fumi and Otome) knew
about her for security and information reasons.
Ever since being appointed as Yamato’s double, Miyako had been working under that “persona”. If the Chief of JP’s needs to be in several locations, “Yamato Hotsuin” can be in two places at once and no one will know.
During the disaster, she continued her role as the Chief of JP’s double.
After Mizar’s defeat, people split into groups based on their ideal worlds or how they wished to
proceed, and Miyako finally came out into the open to stand by Yamato’s side. With the current state of the world and her brother’s intent on making meritocracy a reality, she no longer had a reason to hide in the shadows.
After Hibiki chose to side with Alcor and defeated most of the teams (Ronaldo’s, Daichi’s and some members in Yamato’s), Miyako and Yamato challenged his group. They did this after they defeated Benetnasch and secured the teleportation terminal towards Polaris, as it was their very last chance to achieve their ideal. The battle was hard, but both twins eventually got defeated.
However, before Hibiki could try and recruit them, Yamato tried to restrict the access to overload the terminal. Unfortunately, Alcor intervened to stop his action with an attack. Since Miyako was in the way, Yamato shoved her away and took the attack instead.

Personality:
Cold and powerful is the impression given off by Miyako Hotsuin. Raised and trained as Yamato’s double body, Miyako knows how to speak, move and take on the leadership role as efficiently as her brother. That would mean that she is “Yamato Hotsuin” to JP’s and everyone who saw her on the field. Very few people get the chance to know Miyako, as she is focused on her duties first and foremost, doing whatever it takes to fulfil them by her best judgement. She gets her work done effectively, but as a result but as a result she never learned to open up to people.
Hidden behind her façade as “Yamato”, Miyako is a very bitter girl with low self-esteem. For almost her entire life, she was trained to fulfil her duties as her brother and to perfectly act like him. It’s very rare for people, other than her brother and Alcor, to actually use her name on a regular basis. This left her with both a strong sense of duty, even while having her work credited to Yamato’s name.
For anyone who manages to get through her “Yamato” act, Miyako is still a distant and cold person. As she never has the opportunity and the reason to, Miyako wouldn’t know how to socialise like a normal person. She knows very well that she doesn’t have a likeable personality, lacks social tact and would miss common social cues in a normal conversation. Her duty was to support her brother and to protect Japan from the shadows, so there was no need for her to be nice to people outside of work. Since her existence was supposed to be a secret, she became disinterested in socialising with others.
Miyako is emotionally stunted as a result of her upbringing. The stresses of her training and studies, coupled with being treated like an adult, gave her no room to emotionally mature like a normal, healthy person. While Miyako knows how to be a cold and logical leader, she doesn’t know how to be a normal person for her age. If she felt any emotions, such as anger or jealousy, Miyako wouldn’t know how to channel them properly. Her first instinct would be to keep them hidden and be calm, since surely the Chief of JP’s was always in control and has a respectable presence. But if they’re particularly strong emotions, such as anger and distress, Miyako would lash out like a child throwing a tantrum. The only things that could trigger such an outburst were from people she feel strongly about and her personal ideals being shattered.
Out of all the people who knew her, Yamato and Alcor (the Anguished One) hold the most significance to Miyako.
By the nature of them being twins and their spiritual powers, Miyako was simply very close to Yamato and even loved him in her own way, as if they were two halves of the same soul. Due to their bond, Miyako could sense her brother and almost feel his emotions as her own and vice versa. Both of them respected each other’s strengths and talents, and hey knew they could be independent without the other’s help.

At one point, however, she started to feel bitterness against him for how Alcor represented the Hotsuin’s clan duty while giving her a reminder of her own duties.
Miyako was a supporter of meritocracy. Like her brother, she observed how Japanese society worked and its corruption from the shadows. Such a state made her displeased; as protecting Japan was her duty, the current Japan made her feel it didn’t deserve her uncredited hard work. She would say that the strong and talented deserve to rule and make advancements without being hindered. It’s something she did believe in, but Miyako secretly wish to be free from her role as the Chief’s double. She would have no more reason to pretend to be Yamato, and can finally be properly credited. Miyako didn’t care enough about praises, only proper recognition.
So in short, Miyako is an emotionally stunted and mostly repressed girl with issues due to her life. But she have the potential to change for the better, or worse. Whichever path she go down in Hinoto-Ri, she will take it while trying to maintain her pride.
Canon Powers:
As a member of the Hotsuin, Miyako has the power and potential to channel the Dragon Stream. Due to being in another world, it might not be possible for her to use the Dragon Stream. She may also use the Demon Summoning App in battle to summon her contracted demons and equip skills. Her skillset is as follows:

Mabufudyne - Inflicts heavy Ice damage on all enemies.

the start of a skirmish.
While it is not a “power”, Miyako is a highly skilled swordsman and will often bring her sword for serious battles.
Her connection with Yamato works on a spiritual and emotional level. She can almost feel his emotions and vice versa. Not only that, but if one of them dies (or is dropped from the game), the other will feel a void where their twin’s presence should be.
